Hugo Morales-Sosa is an energy professional from the Dominican Republic with extensive experience in renewable energy, electricity regulation, project development, international cooperation, and public-sector energy policy. He currently serves as Regional Programmes Head for Latin America and the Caribbean at the International Solar Alliance (ISA), where he leads regional engagement with governments, institutions, and strategic partners to advance solar energy deployment, capacity building, project pipelines, and energy-transition initiatives across the region.Previously, he served as Director of Renewable Energy at the Ministry of Energy and Mines of the Dominican Republic, where he contributed to the development of the country's renewable energy sector, including project evaluation, policy and regulatory support, stakeholder coordination, and the monitoring of solar and wind energy projects. His experience also includes work on power purchase agreements, renewable energy project development, electrical engineering design, and infrastructure projects in the residential, commercial, institutional, industrial, and public sectors.Mr. Morales-Sosa holds a degree in Electrical Engineering, a Master's degree in Regulation of the Electricity Industry, and a Master's degree in Renewable Energy Technology. His professional work focuses on accelerating clean energy transitions, strengthening institutional capacity, supporting renewable energy investment, and promoting practical cooperation between governments, development partners, and the private sector in Latin America and the Caribbean.
